The CCO Oregon 2024 Annual Conference brought together nearly 400 health care professionals, advocates, and decision makers at the Salem Convention Center on October 2nd. This year’s agenda focused on the ways that CCOs, providers, and the state continue to innovate on Oregon’s model of coordinated care, with an eye toward the work needed to develop the new multi-year CCO contract to be implemented on January 1, 2027.
CCO Oregon Board Director Mindy Stadtlander led off the event with a brief history of health care in Oregon from the birth of OHP in 1994 to the present day, followed by remarks from CCO Oregon Executive Director Samantha Shepherd.

A lunchtime panel of Oregon health care leaders discussed the future of Oregon’s coordinated model and key issues to be navigated in the development of the next multi-year CCO contract. The panel included:

- Dr. Bruce Goldberg, OHSU-PSU School of Public Health Professor and OHA founding director
- State Representative Rob Nosse, Chair of the House Committee on Behavioral Health and Health Care

- Sarah Brewer, CEO of Trillium Community Health Plan
- Jeremiah Rigsby, Chief of Staff at CareOregon (Moderator)
- Joan Watson-Patko, Executive Director of the Oregon Primary Care Association

The conference concluded with a legislative panel discussing 2025 legislative priorities, the ongoing work to address the health care workforce shortage, behavioral and oral health, pharmacy challenges, and needed updates to Oregon’s rate methodology. Panelists included:
